Many local coucils have an agenda to extend controlled parking zones. In London, this agenda has been explicitly set by the London Mayor, Ken Livingstone.
If your council has provided a consultation which consists only of neutral, simple questions, that's great- your council is working in your best interests by actually finding out what you and your neighbours think.
If your council has provided a consulation which includes lots of information, pictures etc, and the questions are either long, complex or loaded, then you should be suspicious- Are they are really consulting, or using your money to push their politics on you?
